tunnel: bump to work on x86_64 architecture

Bionic bans poll, so switch to ppoll. Folks were experiencing crashes on
ChromeOS.

We're waiting for https://go-review.googlesource.com/c/sys/+/352310 to
be merged, but for now we rely on
